Paris, France — On April 17th, 2026, a delegation of Young European Ambassadors (YEAs) from the EU Neighbours East network was received at the Embassy of the Republic of Armenia to France for a high-level diplomatic briefing. Among the delegation was Arayik Grigorian, Vice-President of Themis International Human Rights Association, serving in his capacity as a Young European Ambassador.
The visit, hosted by His Excellency Ambassador Arman Khachatryan, offered a rare, clinical look at the shifting geopolitics and Armenia’s accelerating integration with European standards.
The briefing centered on a profound evolution in international relations: the transition from traditional, rigid alliances toward a more fluid, transactional realism. As the global order faces systemic challenges, H.E. Ambassador Arman Khachatryan outlined Armenia’s proactive “diversification” strategy. This policy, spanning security, defense, and trade, is not merely a reaction to regional shifts, but a calculated effort to build a network of global partners, including France, the European Union, and the United States. The Ambassador noted:
For Armenia, the “European Path” is defined by the adoption of rigorous standards, ranging from judicial independence and human rights to technical manufacturing and governance protocols. While the Armenian government remains pragmatic regarding the complexities of the enlargement process, there is a clear, unwavering commitment to this value-based alignment.

The Eastern Partnership: Armenia’s “Success Story” of Integration
A focal point of the discussion was Armenia’s unique trajectory within the EU Eastern Partnership. The Ambassador was emphatic in his assessment, positioning Armenia not just as a participant, but as the primary “success story” of the initiative. By proactively implementing EU standards, Armenia has utilized the partnership as a catalyst for systemic evolution.
Challenging the traditional “idealistic” view of diplomacy, the Ambassador offered a grounded perspective on Armenia’s regional standing:
I am not an idealist, but Armenia is definitively the most democratic country in our region. This democratic resilience is what allows us to serve as a model for the Eastern Partnership’s potential.
In this context, the European Union serves as a fundamental source of standards, a “blueprint” for the architecture of a modern state. This journey is both technical and philosophical; from environmental standards to judicial transparency, the EU provides the vision that guides Armenia’s state-building efforts.
Cultural Soft Power and the Institutionalized Future
A significant portion of the dialogue, involving active engagement from Arayik Grigorian, explored the role of cultural markers as the bedrock of high-level diplomacy. The conversation highlighted the profound historical synergy connecting France and Armenia, referencing as an example the House of Lusignan and the Kingdom of Cilicia directly to the heritage of Poitiers. This connection provides a unique cultural legitimacy to Armenia’s modern aspirations, serving as a testament to centuries of interconnected history.
This legitimacy is further reinforced by modern visible markers within the heart of Europe, such as the recent inauguration of the Armenian alphabet monument in the courtyard of the European Parliament. The Road to the 8th EPC Summit
The culmination of this deepening partnership is set to reach a historic milestone as Armenia prepares to host the 8th European Political Community (EPC) Summit. This groundbreaking event is a clear recognition of Armenia’s democratic progress and diplomatic engagement.
For the delegation of Young European Ambassadors, it was evident that this summit is a manifestation of Armenia’s success in leveraging its cultural soft power, including the activity in Francophonie network, to secure a central role in the dialogue regarding the European future.
