In 2020, Themis International Human Rights Association was founded on a singular, unwavering principle: the pursuit of justice through rigorous legal defense and systemic reform. As we mark our fifth anniversary in 2025, we look back at a half-decade defined by resilience, growth, and a deepening commitment to human rights advocacy. What began as a bold local initiative is evolving into an international movement dedicated to ensuring that the law serves the people, not just the institutions.
A Foundation Built on Justice and Equality
At its core, Themis was built to address systemic violations within the justice system of the Republic of Armenia. We recognized early on that a significant barrier to justice is the lack of resources – legal, financial, and educational. Many marginalized individuals remain “silenced” because they lack the tools to act against institutional overreach. Our work over the past 5 years has focused on identifying these gaps and providing the necessary advocacy to ensure that every individual, regardless of their status, has a voice in the courtroom.
A Second Chance: Reintegration of Prisoners and Death Penalty Abolition
One of the most profound areas of our work involves the intersection of justice reform and life-term rehabilitation. Following Armenia’s official accession to the Council of Europe on January 25, 2001, the nation embarked on a historic journey toward international human rights standards. A definitive milestone in this evolution was the formal abolition of the death penalty, ratified in 2003 following the adoption of a new Criminal Code and the subsequent ratification of Protocol No. 6 to the European Convention on Human Rights.
However, the transition from capital punishment to life imprisonment created a new, complex challenge: the necessity for genuine pathways to reintegration. Under Article 85 of the Republic of Armenia’s Criminal Code, the legal system acknowledges that “resocialization” is possible without serving the full duration of a sentence if certain behavioral criteria are met.

Themis International has been a vocal advocate for the refinement of the institution of early conditional release. According to Article 85(4)(5), individuals sentenced to life imprisonment are eligible to apply for conditional release after serving a minimum of 20 years. Crucially, the law specifies in Article 85(2)(2) that a prisoner’s participation in “cultural events” and “autonomous unions” must be considered when assessing their conduct.
Our support for initiatives within facilities like Armavir Criminal-Executive Institution is rooted in this restorative legal philosophy: justice is not just about the duration of a sentence, but about providing the “second chance” promised by the law through the transformative potential of rehabilitation.
Freedom of Expression in a Democratic Society
A healthy democracy is impossible without the free flow of information and the right to dissent. Between 2021 and 2023, Themis International established its dedicated press club in Armenia, serving as a vital hub for independent media and civic expression. This initiative provided a platform for a wide spectrum of voices, including legal experts, human rights activists, and cultural figures, to engage in transparent dialogue via live-streamed press conferences and debates.

By creating this physical and digital space, Themis actively countered the narrowing of the public sphere. Our role was not merely to speak, but to facilitate an environment where diverse opinions could be aired and scrutinized. Although digital archives are currently undergoing a structural transition, the legacy of the press club remains a cornerstone of our commitment: ensuring that the right to free expression is backed by the actual means and venues to exercise it. For Themis, protecting the media environment is the primary defense against systemic injustice.
From Regional Monitoring to International Diplomacy
As Themis International matured, so did our geographic and institutional footprint. The transition from a regional body to an international association was marked by our active engagement with high-level European institutions. Our participation in the Council of Europe’s (CoE) youth advocacy and human rights sessions in Strasbourg served as a turning point in our diplomatic journey.
These sessions allowed us to align our local expertise in the Armenian legal system with global standards of human rights advocacy. By participating in the dialogue surrounding the abolition of the death penalty and the protection of democratic values, we shifted our role: we are no longer merely observing the law from the outside; we are contributing to the international discourse that shapes it.

This evolution reflects our broader vision to foster transnational solidarity and a core commitment to human rights education. We believe that systemic change is only sustainable when legal knowledge is made accessible to everyone. Our intent is to bridge the gap between global institutional reform and local grassroots action by demystifying complex legal frameworks. By sharing the lessons learned from our work in Armenia with international partners, we are helping to build a framework for justice that is fairer, freer, and fundamentally more humane. Our goal for the coming years is to continue this expansion, ensuring that Themis is the pulse of change felt across borders.
The Next Chapter of Themis International
Five years is a milestone that marks a beginning, not an end. As we look toward the next chapter, our greatest strength remains the community of activists, legal experts, and supporters who believe in our mission. We remain committed to exposing violations, advocating for equality, and fostering a pulse of solidarity that grows stronger each day.
